There was something in the news not too long ago about evidence having been found that the Moon had a substantial natural atmosphere for a few million years when it was young, and could have had liquid water on its surface - so we might be restoring it, rather than transforming it... here it is: https://astronomy.com/news/2017/10/moon-atmosphere
